RCS TX15b Thermostat support

Thanks to Eric Vickery, a Device plugin for RCS Tx15b thermostats is now available for download 
The Device can be used with any Hardware Interface that supports X10.
The Device is in currently in beta, but should be completely operational with no known issues.
