Insteon dual on/off outlet

Device (#2663-222) APPEARS in the doc to have separately controllable outlets - separate LEDs, separate Set Buttons. But only ONE address. In the doc. there is nothing that describes its use and control by a PLM. Several comments on the products page complain that, via ios and android apps, only the upper outlet is controllable. Only limited info on use of the PLM; certainly nothing describing its use with a dual outlet device. Has anyone tried this and successfully controlled, separately, each outlet? Will try getting an explanation from smarthome, but not holding breath.
11/30: additional info, though not much.
The two replies i received on the smarthome forum shed a little more light. One referred to "group 1 and group 2 insteon messages" that can be delivered to one physical device address. The other reply asked what software and version was being used. That puts it back in the HB hardware device driver department. Is there an update required to the insteon.dll or insteonplm.dll?
