Bottom scroll bar not visible in certain cases

Set the native res @ 1024 (XGA) and create two panels. First one has a background of only 400 pixels wide and the seconds is 1024 wide. Now open up the theme editor and you will see that there is no bottom scroll bar in the theme editor. When switching to the second panel (1024) the scroll bar stays away whereas it should appear to get to the right most part of the panel. Also the tab cursors can never be found. This can be overcome by placing (extra) tab cursors on the left side of the tabs.
