Hardware disabled, but not enabled again

If a hardware interface cannot load at the launch of HB, the device becomes disabled. For example, if the USB-UIRT plug is not connected to the PC.



After connecting the plug and restarting HB, the device is still disabled, and needs to be enabled manually.



I suggest that if a device is disabled by HB (rahter than the user), it will not be registered with the database, and in the next run it will try to load the device again.
